It's a good bird because it learns Drill Peck. That applies in both generations. But there's problems involved in that. In a weird role reversal, it has a lack of good Normal STAB, so you can choose Swift, or Hyper Beam. Nice. And sure it learns Drill Peck, but not until level 40, so you're gonna be waiting and relying on Peck and Fury Attack for a while. And of course you get the cool move of Tri Attack via breeding, but we can't really talk about that, can we... The only other notable move is Steel Wing, but you'll be waiting for that. In any case, once it gets going, it gets going and wow I use that phrase a lot cause it really does apply to a lot of Pokemon. Oh yeah, it's speedy, has high Attack, mediocre defenses and should stay away from all kinds of special moves. Not that it can learn all that many. Alright, moving on.
