The grandchild of the OG king of the sea, Horsea has good Speed, Special Attack and Defense. A weird combination of stats, but usable. Unfortunately it kind of falls over to any special move that comes its way, but it can at least dish out some attacks. Not with its level up attacks, all it really gets is Water Gun and Twister. Not really all that great, but Dragon moves gives it some nice options, including Dragonbreath later on, but it doesn't get Outrage, which can be a big dealbreaker for some Dragon types. Regardless, you have your standard Water/Ice/Normal and then Dragonbreath to round it out. Not great to use Normal moves with its pisspoor Attack, but maybe we'll see a change later on down the line.
