It's has a bigger horn and slightly higher stats, but it still has the same terrible movepool. Don't keep it around longer than level 22, so it'll learn Thrash when it evolves and has something to work with. Aside from that, you have Horn Attack, Poison Sting and Double Kick, so slap some TMs on that bad boy and hope for the best. Now it can learn a few special moves and it's a fine option... for its evolution. Right now it's just not all that great, so it'll do some work at the start, but then it'll fall off hard, so grab a stone and shove it up its butt you piece of shit!
