The steely mountain counterpoint works a lot better than Mantine, due to not being 4x weak to a type it's supposed to defend against. It's an excellent physical wall that takes a long while to wear down, and with a decent Attack stat, you gotta break it before it breaks you. While it doesn't get too much in the way of STAB, only getting Peck, Fly and Steel Wing, it can get Drill Peck through breeding and with Spikes, Whirlwind, Rest or even Toxic, it does just fine sticking around and annoying everything. You will need to give it those moves as it really learns nothing useful through level up, but it doesn't get much variety in TM types. So stick with what it does best, because it does it very well, so long as you don't take too many hits from super effective special attacks. Least it's not 4x weak to anything, so it can do its job as annoying twat just fine. That's why we love it.
