Oooooooooookay, this nearly falls in line as a gimmick Pokemon, with really low stats and only knowing Tackle until it evolves, but it is able to learn Egg moves as well as TMs, making it not completely useless. You should absolutely evolve this thing as soon as possible, so it can keep learning good moves and that, as well as getting stats worth a damn. It can get STAB at least in the form of Rock Smash, so that's cool. If you can get Hi Jump Kick through breeding, then great! Otherwise, it's not doing much, so just evolve it into whatever of the three you want and get two more to complete the Pokedex. It's really not worth your time.
