Okay, wow, those are some base stats. You're slow and you're very fragile, but you don't have that bad of a Special Attack stat. Uh, you learn Flamethrower at level 36, but aside from that, the only special moves you get is Fire STAB. It's not too great, since when you evolve you get good Rock STAB, but then a rubbish Attack stat to go with it. So it's an awkward mix that doesn't work out, so you don't have much. Best you can hope for is a Sunny Day boosted Fire Blast. That's the only trick you've got, so get working with that rubbish Attack.
