Well, now that I know the context behind things a little more...it still makes no goddamned sense. But regardless, I'm late on my reply, so here's....

Portable Ops Plus



Portable Ops Plus was somewhat of a sequel to the original Portable Ops and also on PSP. Unlike the original, however, this game's emphasis is based entirely on the online multiplayer. The entire point of PO+ is to gather better troops and equip them for online play.

Changes from the original

-There is no more plot, or a story mode. In its place is the new Infinity Mission
-S is no longer the highest rank for a stat. Stats now go up to S2 and S3
-Online mode now allows for manual text entry for messages
-To raise a soldier's stats, there is now an EXP system instead of the dispatch system of the original
-The cap for total soldiers is now 200, raised from 100
-The Spy Unit is now a single block of 8 units, instead of 4 spies deployed for each area
-If you have a game clear file from the original Portable Ops, you can import your entire roster and put it in Portable Ops without removing them from the original game.
-Squads now go from Alpha to Hotel, meaning 8 units of 4 soldiers each.

-Additional maps for online play
-New weapons and items
-Infinity Mission
-Boss Rush Mode
-Training Mode
-New professions for units


Infinity Mission and new troops
Replacing the story mode from the original Portable Ops is the new Infinity Mission. The goal of it is to obtain equipment and troops by sending your troops in to do just that. The point of each level is to reach the Access Point at a random location in the level. Completing Infinity Mission will unlock new characters, all of which (except for your Easy Mode reward) are brand new to Portable Ops +. However, there are some caveats.

-Four difficulties, each unlocked by beating the previous: Easy, Normal, Hard, and Extreme
-You can't bring anything with you. If you have equipment on a soldier and send them into Infinity Mission, they lose whatever is equipped. Exception: If you're a character with a slot automatically taken by a weapon that can't be removed, like Python and his LN Grenades, they won't be removed from you when you send them in.
-Each difficulty increases the length of the mission, the types of soldiers that appear, and their stats. Easy is 5 stages, Normal 10, Hard 15, and Extreme 20.
-Some stages will have conditions such as not being seen or having a time limit. Failing to accomplish these will result in having to do the Infinity Mission over again
-Character's health and stamina and inventory do not get restored between stages. A dead character is lost forever unless you abort the mission or they are a Unique, in which case they can be found randomly as prisoners on the difficulty you lost them on. All of their experience will be lost, however.
-The Medical and Tech Units' purposes are now to make more items spawn for you to pick up. The Spy Unit's purpose is to increase the detail of the map and lower the HP of enemy soldiers.

Individual differences between difficulties as well as the types of units that can be found in these difficulties are as follows:

Easy: USSR soldiers (male and female (New for PO+)), Scientists, FOX soldiers, Officers (male and female), High Officials. Reward for completion: Naked Snake

Normal: All units on Easy + Gurlukovich Soldiers, Navy SEALS, Maintenance Crew Members. Reward for completion: Old Snake

Hard: All units on Normal + Arsenal Tengus and High Tech Soldiers. Exiting a stage in Evasion or Caution phase will carry over the status to the next stage. Reward for completion: Credits sequence and Raiden

Extreme: All units on Hard + Genome Soldiers. Missions involving not being caught at all are more common, it is possible to get caught while escaping from the mission with the new Fulton item, failing the mission. Two bonus stages, one full of 16 of any given unit doing various exercises, the other containing an invisible version of the final boss of Portable Ops and a stockpile of rare/valuable items. Reward for completion: Credits sequence and Roy Campbell.

There are also some types of new soldiers to be found:
-Game Magazine/Hideo-chan/Two Han Princess/Japanese Prefecture (JP, European Union (EU), US State soldiers (US), available depending on which version of the game you have. Obtained via special passwords.
-Johnny Sasaki, can be found as a random prisoner on any difficulty, but primarily on Hard or Extreme
-Jonathan, found as a possible random mission encounter or from importing a PO save.
-KGB Soldiers, GRU soldiers, and Female Ocelot Unit soldiers, available only through AP Scan.

Additional professions include:
-Headhunter (same as Human Resources)
-Bait and Decoy Unit (makes stronger soldiers appear)
-Acupuncturist (can heal allies with tranquilizer darts)
-Stuntman (wakes up significantly faster from knockouts)

New equipment

Mk23 Pistol: Found in bonus stages and on Raiden. Effectively a lethal version of the Mk22. When used offline it comes with a laser sight.

P90: Found on Tengus and High Tech Soldiers. The best SMG, more powerful than the Uzi, Mac 10 and Scorpion while losing no accuracy.

M4A1: Found on Navy SEALS. A reskin of the M16, virtually identical, still inferior to the XM177E2.

AKS74u: Found on Gurlukovich soldiers. A better version of the AK-47.

M4 (SOPMOD): Found on Old Snake. Yet another M16 reskin.

FAMAS: Found on Genome Soldiers. A toss-up between it and the AKS for best non-silenced assault rifle.

Katana: Attached to Arsenal Tengus. It's a sword that swings at varying speeds depending on your rank.

HF Blade: Found attached to Raiden, it's even faster and more powerful than the Katana the vast majority of the time. It basically stunlocks whoever you use it on and is horribly cheap.

FULTON: A parachute item that lets you escape from the Infinity Mission without aborting it (and losing everything you gained). Also used Online to keep a soldier from dying in Real Combat.

Battery: Usually found on Tengus. Used to recharge the battery on the Thermal Goggles, Night Vision Goggles, and Stealth Camoflage.

Heart of Justice: A bucket of paint. Used on a Genome Soldier, it will paint the genome soldier and give them a new voice and skin. Colors include Red, Blue, Green, Yellow, and Pink (which has a female's voice smile:

Boss Rush Mode
Boss Rush Mode is a new addition that lets you fight all of the bosses from the original Portable Ops. Unlike Infinity Mission, it allows you to keep whatever equipment you bring in EXCEPT for medkits, which cannot be brought along. Anyone lost in Boss Rush mode is lost forever if they're not a Unique upon completion. In addition, if any of your characters dies to the penultimate or final boss, you fail the Boss Rush and cannot switch to another soldier. However, if you fail Boss Rush Mode, none of the troops who died are lost. Your health, stamina and ammo carry over between fights. Your reward for completing the mode is Any Uniques from PO you're missing.

And that more or less covers the major changes between Portable Ops and PO+. Only thing I haven't covered was the new maps, but there's nothing to really be said about them. The two games are compatible with eachother if you use the standard online mode which disallows PO+ only content and is VR only. I've spoiler-tagged various things just in case, but I think most of the things I've tagged are spoilers for PO+ specifically.
