With a horn like that, it's no surprise this fish has high Attack, which doesn't play nicely with Water STAB, but you could just use a load of physical attacks, which may end up doing more damage than STAB anyway as its Special Attack is low enough to not really be an option. So anyway, you've got a good starting move with Horn Attack and then you can learn a few other strong Normal moves via TMs. You might as well fill the rest of the slots with the Water and Ice moves you can learn, cause what else are you gonna use it for? Cause maybe a super effective hit might do some actual damage. But you're best sticking with the higher attacking stat.
