Well the stats definitely go in order. While it has an interesting type combination, its stats do not help that at all, so you'll be relying on Normal moves to deal the most damage. And you'll be using Tackle for a while, along with the basic STABs. Its Special stats aren't horrible, but it'll be a Slowpoke for quite a few levels, so you need all the advantages you can get. Still, you couldn't really have worse STABs and there's plenty of TMs to learn and expand on your movepool. You can even take a few physical hits and headbutt back, so it's not a complete wash. It's definitely usable.
