Psy-y-y-y this is an interesting Water type, with, uh, no real Water moves until level 50? Well, okay, sure. It's a shame you've got some nice and high Special Attack but all you really have to use it on is Confusion. Which is fine, but not to last you the entire game almost. Well at least you have a passable Attack to keep you going until then and of course there's plenty of TMs to keep you occupied on both sides of the spectrum. So it's a bit of an odd situation, but Pokemon lacking STAB for a long while isn't a crazy occurrence, really. Otherwise, with average and not particularly bad stats anywhere else, means you'll have an alright time, but you've got to plan where you're gonna get your moves from, or you're gonna be using Normal moves for a long time.
