Hmm, okay, these stats are kinda useable. Not with Rock STAB, admittedly, but who gives a shit about that? You learn Water Gun and Bite pretty early, meaning you can make use of your stats immediately. But then you can use TMs to give it Surf and Blizzard. I mean, that's all you can give it, but hey, it's something. For a basic stage, that Special Attack will do a lot of damage, so it's definitely usable, but it dies very easily to any Grass type and its high Defense won't be too useful against its numerous physical weaknesses. Still, you'll probably survive one attack and do a lot of damage in return. And really, that's all we care about in today's cruel world.
