Believe it or not, there's actually an explanation for this wide diversity of Pokemon before we even hit the first gym:
In an effort to revitalise wildlife and natural surroundings, a large number of Pokemon have recently been imported into the region. We hope that they will successfully repopulate the region-- provided, of course, Trainers do not capture them.
currently headed, wild Pokemon are kind of scarce. Reborn City... Well, I'll let you see for yourself, but it's not an ideal place for many Pokemon to live.
In conclusion, the know-it-all developer insertmanager doesn't even know the politics and projects of her own region. Wonderful.
