Any checks that causes an NPC to cast a skill also checks to see if they have the ability to cast it (as in the skill wouldn't be greyed out on the menu in the player's case due to lack of TP, being bound, or whatever other conditon prevents that skill from being cast.)
Certain NPCs also have the ability to react instantly to any action in the battle and change their mind accordingly when it's their turn. Any actions that enable them to do this will be noted as such.
Also, any stats that are listed take already into account the NPC's equipment and any passive boosts they may have, so there's no need to calculate their final stats for yourself. None of the NPCs have gone through retirement, nor do any of them have access to subclassing. However, several have access to illegal skill builds, as the game data merely tells them what skills they have access to, instead of being constrained to the SP caps like the player units are.
Some NPCs have access to active skills that the game data tells them they know, but will never use them thanks to their AI scripts ignoring those skills entirely. Or in other cases, passives that will never activate because their skillset or AI cannot trigger the passive under any condition, effectively leaving them entirely unused. For the purposes of people who wish to look through Etrian Odyssey 3's game data themselves, the existence of these unused skills will be noted in an NPC's skillset, but will be marked with a strikethrough to signify that these skills will never appear in battle.
