A bit of a toughie to face this early, but this basic birb is still a nice choice, with increased stats all around, with the two highest ones being Speed and HP, weirdly. But for a Normal and Flying physical attacker, it's a fine choice, though of course you won't be getting many moves that are usable for a while, due to a 10 level gap between Whirlwind and Wing Attack. It's still a means to an ends, it does the job fine while there are also more effective choices. You'll be fine either way. You'll be relying on the Normal STAB more, however, since Flying is still not that great a type. It doesn't even get its own TM!
